When brass is manufactured some burrs are sometimes created when the flash hole is tapped out. This process only needs to be done once for the complete life of a piece of brass.

This RCBS factory replacement cutter and the rod are perfect to ensure quick clean cuts and uniform flash holes. Simply remove the old cutter and rod and insert the replacement. Attach the desired case pilot stop and the tool is like new.
